I can't get RAH to launch 2019 when being used by Admin only the user can launch 2019. It is in multi-user. The user has limited access and I cannot change it because it won't launch 2019

For some reason it won't let the user basic things like timesheets etc. Last time we shared a file it was very easy now it seems that it is far more complicated.  I just need the admin and user to have the same access but as we cannot launch 2019 in admin the program is completely useless to us because we cannot change settings which in itself seems to be complicated.

Have you restarted the computer that is having trouble launching 2019?  maybe try a different browser to log on with?  Clear the cache files?  If the file is being access in 2019 by one of the users, then its been upgraded and the other user will need to access it in 2019 as well.  Then the Admin user can check/edit the role permissions for the other user...
