Under Multi-user requirements in the installation guide there's a ** beside Windows 10. Does this mean that I can't do the upgrade?
And if I can't - can I do a payroll upgrade only within Reckon 2023 to start the new fin year?

Yes you can still upgrade to Reckon Accounts 2024 with the Windows 10 operating system.
Windows 10 Pro is the recommended OS as testing is conducted on that particular version of the OS.
